Summary
Mohamad started his career in 2004 as a Tax Auditor (VAT Directorate – Audit Field) at the Lebanese Ministry of Finance. In that role, he was responsible for the evaluation of private companies’ Financial Systems to ensure their full alignment with local tax laws and regulations. Principles and practices of accounting, such as internal controls and record keeping were used to accomplish this.
In 2008, He was promoted to the position of Expenditures Commitment Controller (head of department) at the Directorate of Budget and Expenditures Control. He dealt on a daily basis with all sorts of public procurement matters to ensure the availability of appropriations and the compliance of operations with local and international laws and regulations. He has a wide experience in lecturing and training as he is a university professor, a certified Trainer, and a guest speaker since 2011. He has attended several workshops and courses inside and outside Lebanon with the following Organizations: the World Bank (Washington & Beirut), International Monetary Fund (IMF – Washington, Kuwait, Beirut), the Organization for Economic Co-operation and Development (OECD – Paris, Kuwait, Beirut), Ministry of Finance of Quebec (Quebec City), Dutch Ministry of Finance (the Hague), Massachusetts Institute of Technology (MIT – Cambridge Massachusetts), Chartered Institute of Procurement & Supply (CIPS – UK), Institute of Government Accounts and Finance (INGAF – India), National School of Administration (ENA – Paris & Lebanon), International Business Management Institute (IBMI – Berlin), Institute of Finance (Basil Fuleihan Institute – Beirut), Arab Planning Institute (API – Kuwait & Beirut), Arab Monetary Fund (AMF – Abu Dhabi).
